Overview of the Agreement
The initial sponsorship agreement, dated August 1, 2022, positioned RIL as the Official Principal Partner for multiple key sporting events, including the Asian Games in 2022 and 2026, the Commonwealth Games in 2022 and 2026, and the Olympic Games in Paris (2024) and Los Angeles (2028). The deal also permitted RIL to construct and showcase the ‘India House’ at these events.
An amended agreement on December 5, 2023, extended RIL’s rights to the Winter Olympic Games (2026, 2030) and Youth Olympic Games (2026, 2030). However, despite these additional rights, the compensation amount remained fixed at ₹35 crore, which the CAG report criticized as inadequate given the expansion of the agreement. The audit indicated that the amount should have been adjusted to ₹59 crore, reflecting an average of ₹6 crore per event for the rights to six games.
Audit Findings and Accountability
The CAG’s findings raise serious questions about the IOA’s financial oversight and decision-making processes. The report stated that the lack of a revised consideration amount represented a failure to protect the IOA’s interests, leading to the substantial financial loss.
IOA President PT Usha has been requested to respond to the audit’s findings. Ajay Kumar Narang, Usha’s executive assistant, explained that the agreement had to be renegotiated due to a “flaw” in the original tender. He mentioned that changes in the International Olympic Committee (IOC) rules regarding naming rights meant RIL would not receive the expected visibility, prompting the need for additional compensation.
Internal Criticism and Governance Concerns
However, the situation has sparked criticism within the IOA itself. Treasurer Sahdev Yadav highlighted that the executive council and sponsorship committee were not consulted during the amendment of the agreement, suggesting a breakdown in governance. He stressed that RIL benefitted at the expense of the IOA and called for accountability from Usha regarding the changes made to the agreement.

The CAG’s report underscores the urgent need for the IOA to enhance its governance structures and financial management practices to prevent similar issues in the future. As India seeks to solidify its presence in the global sporting landscape, including potential bids for future Olympic events, maintaining credibility and securing sponsorships will be crucial. The IOA must ensure transparency and accountability in its dealings to foster trust among stakeholders and sponsors alike.
